A first census was made and a demand for protection from Bourlet was made in 1700.

Each inhabitant had 3 arpents (acres) of deforested land by 25 depth.  They are situated on both sides of the Mont Louis River (Note:  Every small bay along the Gaspe Peninsula is an inlet to a small river).  They all have their own cow, several pigs, their poultry.  Some have oxen.
Riverin gave each inhabitant 40 feet of port frontage by 100 feet depth.  He will concede to others who will come to form a village.  A forge is established, a water mill that grinds the following spring.  Some inhabitants begin to harvest wheat, barley and other grains shortly afterwards.  They have all and more for their subsistence.
The missionary has quit.  He is pained to be so unfortunate and dislikes the establishment.  The Chirurgien return to France for  their affairs and will revive in another the following spring
Besides the private homes, there is the  well built seigneurial home.  The lands begin to grow all sorts of grain.  Many people come in the following spring to live there.  Food shortages and the high cost of wheat prevent that there are too many

21 habitations and 81 people for the census of June 1699 to June 1700

 It is not until June 1699 that the homes are begun on the lands of Mont Louis. 
There are 19 who sowed, began to harvest and who lived off the concessions.  There are 13 based on the port and begin the well situated village.Wheat, barley and others grains, vegetables and other gardening come in perfect.  The animals grow well and multiply.  The pastures are good.
The associates of Roussin commerced this naisant colony in July 1700.
The inhabitants fished, worked their lands, made planks from the rafter masts and other woods of the framework.  With fervor, they are furnish with an abundance of grains to trade with the moric and others. There is also, at that time, salted ox, lard, butter and tallow.  The impatience of the associates, the bad counsel they follow, buckle under the measures they had taken when undertaking this affair.
This ordinary lesson of companies everywhere, when the associates from Paris want to decide everything, have a different experience. 
Roussin suffered greatly from his associates conduct when things went bad.  He regained the protection of Monseigneur with all possible respect.  Under this protection this affair achieved without resource more than 100 families within 6 years.  Roussin offered to maintain and restore under Monseigneur's protection the seigneurie when its grandeur would be obstructed by the trouble of his associates' advantage

Now there are 1499 inhabitants at Mont Louis.  Mont Louis is now known as St-Maxime-du-Mont-Louis.  This name comes from the first name of the Abbe Maxime Tardif (1821-1850), secretary to Msgr. Pierre-Flavien Turgeon after the foundation of a parish also known as the seigneurie of Mont Louis.  Mont Louis after a contest of the prettiest village in Quebec of less than 2000 inhabitants became "Le plus beau village du Quebec."  The mayor is Mr Bernatchez.  The primary industry is lumber.  In the bay around Mont Louis there are 2 fishing ports.  One of these ports is attached to a fish processing factory
